This layer is updated via a nightly python script, which can be found here.

The script checks for topological changes in all the impervious surface layers that participate in this feature class. If no changes are detected, then the script does not update these data; however, if geometry changes are detected, or insertions/deletions have been made, then it updates this layer using the following topological hierarchy: Medians > Buildings > Roads > Parking Lots > Driveways > Sidewalks > Miscellaneous. This means that if a building polygon overlaps a driveway polygon, the little intersecting bit will be considered a building over a driveway.

Impervious surfaces are those that do not easily allow water to percolate.
